Plan afoot to purchase new

vehicles for Governor

ITANAGAR, Nov 02: Governor of Arunachal Pradesh JP Rajkhowa recently wrote a letter to Prime Minister Narendra Modi seeking reconsideration of airport project at Hollongi citing high cost for land acquisition and instead suggested for upgradation of Lilabari airport. However, when it is a matter of buying new vehicles for his office, the governor seems to apply different yardstick and looks least worried about financial issue. As per the documents available with this daily, the office of Resident Commissioner, New Delhi in July this year placed demand for buying of two new vehicles for the Governor.

According to a letter written by Minik Damin, deputy secretary to Governor to the Secretary (GA), GoAP,  "the matter has been discussed with the Governor as to which vehicle and make to be purchased."  The letter further said that governor consented to replace the present Mercedes Benz E class by Mercedes Benz C class and present Honda Civic hybrid should be replaced by Toyota Camry Hybrid. The colour of both the vehicle should be Metallic silver.  

The decision to buy costly vehicles is contrary to the idea of financial prudence which he is advocating for.

 

Rape accused bail plea rejected

SEPPA, Nov 02: The Judicial Magistrate First Class (JMFC) has rejected the bail plea of rape accused Logo Singhi, bringing solace to the Women Welfare Organisation (WWO), East Kameng who have been championing the cause of the 5-year-old victim.  

While rejecting the bail plea, JMFC S. Sengupta said, "Crime was heinous and of deplorable nature and the victim is of mere 5 years, so enlarging the accused on bail will create public outcry which may lead to law and order problems." The WWO (East Kameng) lauded the decision for rejecting the bail petition while also lauded investigating officer SI A Pansa and East Kameng Bar Association for not entertaining the case of the accused.

"If similar team effort is made against all the evils, we will definitely minimize the crime rate from the society," the WWO said.

 

APCC condemns Rijiju on Nehru statements

ITANAGAR, Nov 2: Arunachal Pradesh Congress Committee (APCC) has vehemently condemned the statements of Minister of State for Home Affairs, Kiren Rijiju, accusing Jawaharlal Nehru for letting the people of Northeast region down during the 1962 Indo-China war.

In a release, APCC president Padi Richo stated that Rijiju has no right to criticize the legacy of Nehru because due to Panchsheel proposed by Nehru, Arunachal was saved from external and internal aggression till today.

Rijiju's false propaganda on the Nehru legacy is nothing but to appease the Modi-led Govt. at the centre so that he will not be dismissed from the ministry, added the release.

Further, the APCC release stated that Rijiju should clarify his stand on eating beef, whether people of Arunachal should eat beef or not? Citing Rijiju's statements made on eating beef during his visit to Aizawl, the AICC release asked whether Rijiju would stand for the cause of Arunachal Pradesh on beef eating and its development.

 

Minor rescued at Hapoli

ZIRO, Nov 2: Acting on a tip of, a team of officers today rescued a child who was engaged as a labourer in a restaurant here at Hapoli and handed over to Shelter Home run by an NGO Achukuru Welfare Society, Ziro. The child has been identified as Ajay Kenwa, 13 years old.

This morning, Child Line Itanagar received an anonymous call saying that an underage child has been engaged as labourer at a restaurant. Child Line Itanagar on its turn passed on the unconfirmed message to Deputy Director, ICDS cum District Child Protection Officer, Ziro. Accordingly, the team led by Gyati Bath, SA (ICDS), Lower Subansiri district and I.Lollen, OC police station Ziro along with police personnel raided the restaurant and found the child.

Later, after completing necessary formalities, SA (ICDS) and OC PS Ziro handed over the rescued child to the shelter home. Bath, talking to this media person, suggested people to contact Child Line Itanagar - 9436231477/9402788373 or District Child Protection Officer Ziro - 8014232372 if they find underage child engaged as labourer at any business, residence, construction work or agricultural field.

 

Teacher dies

YUPIA, Nov 2: Junior Teacher (JT) of Govt. Secondary School Banderdewa S PN Singh breathed his last on October 29 at Agra, UP.

Singh hailed from Parauna under Saran Chapra district in Bihar joined in Education department as Junior Teacher in September1988 in Lohit district and served many interior schools of the districts with sincerity and dedication for more than 27 years.

He was presently serving in Papum Pare district.

Expressing grief and sorrow over his demise, the Deputy Director of Education, Papum Pare TT Tara in a condolence message said that his contribution towards the education department will always be remembered, appreciated and cherished.

Tara on behalf of the officers and officials of the DDSE, conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

CoSAAP withdraws pen down strike

ITANAGR, Nov 2: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) has withdrawn its pen down strike proposed on November 3 next. The decision came after the arrest of Tabu Guha, the alleged assaulter of the DDSE Marken Kadu on October 28 last. The DDSE was assaulted on October 23rd last while on duty.

 

Reassess road project

ITANAGAR, Nov 02: Alleging that the Khenewa to Nampe road in East Kameng district has not been constructed as per the guidelines of PMGSY and of sub-standard quality, the All Pabing, Pangia, Jomoh, Jokhio, Nampe & Lamnio Intellectual Vigilance Committee (APPJJNLIVC) today appealed to the Chief Executive Officer (ARRDA), Rural Works Department, Itanagar to reassess the status of the said project and ensure that the said work is carried out as per the DPR at the earliest.

The APPJJNLIVC in its release, also alleged that the department of Rural Works has released 90% of the payment to the contractor without actual assessment of the road construction work, which it claimed is not according to the DPR.

 

NPR updation training held

ITANAGAR, Nov 02: Training cum briefing session to develop proper approach for the updating of the National Population Register (NPR) database and seeding of Aadhaar number in NPR database was held today at the conference hall of the Capital Deputy Commissioner today.

Highlighting on the objective of the training, Deputy Commissioner Mige Kamki informed that the percentage of Biometric Enrolment at Papum Pare including the Capital Complex is 64% as of now. As the target is to make it 100% by the end of this year, so we really need to speed up the process of biometric enrolment, stressed the DC. He further urged the administrative officers who are also the charge officers to work in coordination with each other so that the process is completed in a smooth manner within the stipulated time.

Census Operations, Jt. Director, in charge of Arunachal Pradesh, Bharati Chandra briefed on the objectives, system and process of biometric enrolment under NPR and also discussed in detail the manual of instructions for the updation of the NPR database. Informing that the updation process would start from Nov 15th for a period of one month, she asked the charge officers to appoint enumerators for the same and proper training to be provided to them. During the updation, the enumerators would visit each household and update the NPR. She also informed that earlier those who were not enrolled in the 2010 census were asked to fill up the NPR forms for further enrolment and permanent enrolment centers were also set up at the respective Deputy Commissioner's office for the left out public.

The NPR is a comprehensive electronic database of all usual residents in the country containing 15 fields of demographic data and the biometrics namely photographs, ten finger prints and IRIS prints. The Biometric is then used for the generation of Aadhar card.

Byaling kicks off 3rd CM's Trophy at Kimin

ITANAGAR, Nov 02: The 3rd Edition of Chief Minister's Trophy on Football and Volleyball (Men & Women) was formally kicked off by Minister for Home, Power Tanga Byaling at ITBP Ground, Kimin yesterday in presence of Chief Minister Nabam Tuki and his cabinet colleagues, Parliamentary Secretaries and party MLAs, officers and officials of the state government.

A friendly Football match was played between CM-XI and Speaker-XI to mark the launching of the event.  CM-XI won the match by 5-1 goals.

The Constituency, District and State level competitions are tentatively scheduled to be held from November 1 to December 14, December 15 to January 31, 2016 and February 9 to 20, 2016 respectively.

 

Release  staff salary: AAPLU

ITANAGAR, Nov 02: Claiming that the staff salaries and labour wages of AP Forest Corporation Limited have not been paid for the last three months, the All Arunachal Pradesh Labour Union (AAPLU) has called for early release of funds meant for the payment of the salaries.

In its memorandum submitted to the chief minister, it said that the labourers of the corporation have not received their bonus since 2006.

 

Plea for CMUHIS

ITANAGAR, Nov 02: Stating that Arunachal Pradesh Chief Minister's Universal Health Insurance Scheme is yet to reach the people of Tali and Pipsorang circle under Kra-Daadi district, the Block Congress Seva Dal Committee has requested the concerned authority to provide the scheme in the remote circles of the district.

In a release, it stated that due to lack of communication to Tali & Pipsorang, the rural people of both the circles people are yet to enroll for the health insurance scheme.

 

Tirap & Longding PR leaders call on CM

ITANAGAR, Nov 2: The elected Panchayat members of Tirap and Longding districts have called on Chief Minister Nabam Tuki at his office today.

Expressing concern over prolonged absence of their legislators, the leaders requested the Chief Minister to intervene and not allow the development process to be hampered, which have been initiated in good spirit under his leadership. AAPWU LDV unit cries foul

on absence of RO

ROING, Nov 02: Stating that the Registration Officer appointed for Lower Dibang Valley by the Arunachal Pradesh Building and Other Construction Worker Welfare Board (APBOCWWB) is yet to join the district, the All Arunachal Pradesh Workers Union (AAPWU) unit of Lower Dibang Valley has appealed the Deputy Commissioner Roing to immediately take necessary action.        

In a letter to the DC Roing, the AAPWU claimed that the Registration Officer (RO) appointed for Lower Dibang Valley has never joined at the district, however, the salary of the RO is being drawn from Itanagar without any consent or notification of the district welfare board.

The union stated the absence of RO in the districts of DibangValley, Lower Dibang Valley, Lohit and Anjaw, is hampering in the disbursement of the welfare schemes declared by the state government at regular intervals. All declared beneficiary schemes have remained defunct in these districts, it added.

 

AdiSU seeks subject teachers

ITANAGAR, Nov 02: The Adi Students' Union (AdiSU) had drawn the attention of education authority towards pathetic condition of Dambuk Hr. Secondary School. In its representation submitted to the DDSE Lower Dibang Valley district, AdiSU expressed deep concern over shortage of teachers in the said school. The union claimed that since last two months there has been no Biology classes as Biology teacher who was posted in the school refuse to join his duty. AdiSU also lamented that though the examination is nearing, the school is running without Chemistry teacher (ST), Hindi teacher (JT) and English teacher (JT). The union demanded the authority to depute the required subject teachers immediately for the greater interest of the school.

The Dambuk School was established in the year 1946 and is one of the oldest schools in the entire state.

 

Residential Kalamitra Karmashala concludes

ITANAGAR, Nov 2: The four-day long Sanskar Bharati Poorvottar Vision 2020 Arunachal Pradesh organized state-level Residential Kalamitra Karmashala concluded at Art of Living Campus, Jully Village here today.

In the workshop, over ninety participants from different parts of the state were trained in vocal, folk dance, classical dance and theatre.

FLAP conducted for villagers

ITANAGAR, Nov 2: A Financial Literacy Awareness Programme (FLAP) was conducted by the NABARD Arunachal Pradesh Regional Office, Itanagar in collaboration with a local NGO-AMYAA for the villagers of Bolung village in Lower Dibang Valley district today.

During the programme which was aimed at creating awareness among the general public regarding various financial schemes being offered by banks,  NABARD APM, Kamal Roy informed the gathering about various NABARD implemented schemes for villagers. He also spoke  about financial inclusion, financial planning, various financial schemes like saving account, RD, FD, loans and advances, PMJDY, PMSSY, PMJJBY, APY, KCC, Farmers Producer Organizations (FPO) and Bhoomiheen Kishan Yojana through formation of Joint Farmer Groups (JLG).

AMYAA Secretary, R K Paul Chawang also highlighted the effective role Self Help Groups (SHG) play in bringing about over-all socio-economic development at the village level and urged the SHGs to maintain records, conduct regular meetings, grant regular internal loans etc, for availing loans and subsidies on GoI schemes.

ITANAGAR, Nov 2: In all, 75 students from various institutions of the Capital Complex took part in a day-long workshop on Life Skill Development conducted by the Kerala Kala Samskarika Vedi (KKSV) in association with National Service Scheme (NSS) State Cell, Itanagar at Don Bosco Youth Center here on Sunday.

Higher and Technical Education Director, Tejum Padu inaugurated the workshop which was also attended by Regional Director NSS NE Region, Sunil Kr. Basumatari, NSS SLO, Dr. VN Sharma and Don Bosco Youth Center Director, Fr. Cyriac as resource person.

During the workshop, students were imparted training on inculcating leadership quality, enhancing confidence and developing overall personality to unleash their potential.

 

Senior SP Tashi Nguso dies

ITANAGAR, Nov 2: Tashi Nguso, Senior Superintendent of Police (Retd.) breathed his last on October 30.

He had a brilliant career in the Arunachal Pradesh Police Service. He joined in Police Department as Sub-Inspector, APP in 1972. He was promoted as Circle Inspector in 1978, as DSP in 1986. He was elevated to the post of Superintendent of Police in 1991-92 and served in Khonsa, Aalo, Tawang, Daporijo and Naharlagun. He was finally elevated to the post of Senior Superintendent of Police (SSP) at Itanagar in 2003. He retired in 2008, informed Lower Siang Elite Forum.

Born at Takso village under Gensi circle of West Siang district in October 1, Tashi did his schooling from Takso Government Primary School and Aalo Government Higher Secondary and graduated from JN College, Pasighat in 1971.

He left behind two sons and two daughters.

The LSEF members saluted and paid last respect to late Nguso and prayed for eternal peace of the departed soul. They also conveyed heartfelt condolence to the bereaved family to bear the irreparable loss.

 

DBC College Week celebration begins

ITANAGAR, Nov 2: The Annual College Week celebration of Don Bosco College, Itanagar began today with theme, "Respect All, Fear None".

Jarpum Gamlin, member of World Economic Forum and former president of Arunachal Press Club, who attended the inaugural function, advised the students to keep learning and strive for academic excellence for a bright future.

Arunachal’s financial situation improved with Centre’s help, claims MoS Finance

Centre cautions state against misuse of fund

ITANAGAR, Nov 02: Minister of State for Finance Jayant Sinha who was on a day long visit to Itanagar today reviewed the financial situation of the state and also the status of various financial inclusive programme like Mudra scheme, Jan Dhan Yojana etc. He claimed that financial condition of Arunachal has improved due to the help extended by central government. Sinha informed that Arunachal government will receive annual grant of Rs 7391 crore for the year 2015-16 as part of the recommendation of 14th Finance Commission.

Addressing a press conference here at Banquet Hall after the review meeting, the Union Minister, however, did caution that central government will strictly monitor the implementation of schemes. "We have strong mechanism in place to monitor implementation of schemes and funds. We will not allow anyone misuse the fund. People of Arunachal should also remain vigilant and question state government if they see misuse of fund. He also assured that central government will extend every possible help to state government for betterment of state.

"Arunachal has received massive boost from the recommendation of 14th Finance Commission.  In the next 5 year the state will get Rs 55897 crore. If properly used, the money received under 14th Finance Commission will change fate of Arunachal forever. In 2014-15 the state received Rs 4466 crore from central government. The money is not an issue here. The question is how state government uses the money. They should especially concentrate on improving road and telecom connectivity," said  the Minister.

However he did express his concern over excessive expenditure in non-plan head. "There is unusual heavy spending from non-plan head. This is something which worries us. More money should be spent on asset creation with proper planning. New schools, hospitals and roads should be constructed. More money should be spent from plan head," said MoS finance. Further Sinha expressed serious concern regarding repeated over draft situation faced by state government. "I had gone through records and got to know that on couple of occasion Govt of Arunachal faced over draft problem. This is very strange considering the fact that Arunachal is one of the few states which has positive treasury holding. I have placed my concern to Chief Minister and Chief Secretary in this regard. We understand the fact that some of the NE states have faced difficult time in managing finance in the past. But its time they take steps to manage finance and we are ready to extend every possible in this regard," said Sinha.

He urged government of Arunachal to speed up the work as working season has started. "Govt. should start all the pending infrastructure work on war footing. Arunachal has limited working season and therefore authority cannot afford to waste time. Also I would like to inform that government of India has agreed to 90:10 and in some case 80:20 for various centrally sponsored schemes for north eastern states. With this policy being adopted, now more money will start flowing into the state. But the onus lies on state government to ensure that money is properly used so that every Arunachalee enjoy the benefit of development," stated minister Sinha.

 

 

Tadar Tang Memorial Football Tournament kicks off

TEZU, Nov 02: The 14th Tadar Tang Memorial State Level Football Tournament was kicked off by Minister for Health Rajesh Tacho amid huge gathering of soccer lovers at Jubilee Ground here today.

Addressing the gathering at the opening ceremony, Tacho stressed the importance of games and sports in one's life. Talking about footbal, which has emerged one of the most popular sports in the world in modern times, he said that many players have made their country proud by making big in this game.

He expressed his pleasure to find that young people are coming forward in support of this game. He encouraged the young players to do well in the tournament and maintain sportsman spirit throughout the tournament.

He also encouraged all the young and inspiring talents to go ahead with their games and sports skills and participate in all the major events in India and abroad. He informed that the State Government has given special emphasis towards development of sports and sportspersons. The Government has made special provision for the sports persons who bring laurels to the state in different sporting events at national and international level events. He also informed about 10 percent job reservation for meritorious sportspersons in Government departments.

He asked the participants to uphold and maintain discipline stating that winning and losing are part and parcel of any game and the players must learn to accept defeat gracefully, he said.

He also highlighted on the State Government's developmental programme and policies, such as Chief Minister's Universal Health Insurance Scheme. Former MP and Arunachal Pradesh Football Association President Takam Sanjay, who was also present on the occasion, encouraged the sportspersons to take up sports seriously and make career out of it. He informed that many young Arunachalees are bringing laurels to the State through their outstanding performance in various sports disciplines, like karate, weightlifting, archery, badminton etc. He asked the young players to strive for the best in the field of football and bring glory to the State.

Meanwhile, Sanjoy asked the players to maintain strict discipline throughout the tournament saying that discipline is the most important essence of our lives. Anyone violating the rule will not be allowed to play football and participate in Tadar Tang, the APFA president cautioned the players and members.  

Local legislator Dr. Mohesh Chai appealed to all the players and management officials to continue their sportsmanship during their stay in Tezu.

Deputy Commissioner cum Chairman of the Organizing Committee Tamiyo Tatak briefed the teams and players about the existing executive orders and asked them to refrain from any aggression, indiscipline and violence.

Kindly maintain cleanliness and hygiene and be careful not to destroy public property, he told.

DC sought full cooperation from the players and team members for a successful and peaceful conduct of the Tournament.

Superintendent of Police Ved Prakash Surya highlighted on the law and order and security arrangements for the tournament at Tezu. The matches will be played in Jubilee ground and Government Higher Secondary School, Tezu playground.

A Peace and Action Committee was also formed to monitor and solve the conflicts or misunderstandings which may arise within or between two or more teams.

The Peace and Action Committee consists of DC, SP, EAC (Jud), one representative from every team, OC police Station and the local MLA as its Chief Patron.

It has also been informed that the players for Santosh Trophy and Dr. T. Ao Tournament will be selected from this tournament.

 The Tournament is being organized by the Lohit District Administration under the aegis of Arunachal Pradesh Football Association and sponsored by Department of Sports, Government of Arunachal Pradesh.

Barbarra Harris White and Vandana Upadhyay, economists from Oxford University and Rajiv Gandhi University also attended the inaugural ceremony.

Tadar Tang Memorial State Level Football Tournament is an annual sporting event organized by the Government of Arunachal Pradesh in memory and in recognition of the contributions of the Tadar Tang who was a great leader and an ardent sports lover.

Arunachal Pradesh Police team defeated Capital Complex 2-1 in the inaugural match.

Local MLA dr. Mohesh Chai, DC Lohit, DC Anjaw, SP Tezu, District HoDs, Sports Authorities from Itanagar, team members and players, Gaon Burahs, PRI members, students and general public witnessed the inaugural ceremony.

Eighteen districts, including Tirap, West Siang, East Siang, East Kameng, Kra Dadi, Lohit, Kurung Kumey, Upper Siang, Papumpare, Namsai, Dibang Valley, Longding, Lower Dibang Valley, Capital Complex, Anjaw, Lower Subansiri and Upper Subansiri will battle it out for the top honour at the tournament. Capital highway paved shoulder road works

to be completed this month

ITANAGAR, Nov 02: To ease traffic congestion in the Capital Complex, 'Paved Shoulders' along NH 415, formerly known as NH 52-A,  is being taken up at selected stretches between Chandra Nagar to Banderdewa.

Paved Shoulders are extensions beyond the carriage way. It, often serving as an emergency stopping lane, is a reserved lane by the verge of a road or motorway. It has multiple usage such as; in the event of an emergency or breakdown, a motorist can pull into the shoulder to get out of the flow of traffic and obtain a greater degree of safety, emergency vehicles such as ambulances and police cars may use the shoulder to bypass traffic congestion, shoulders are used as travel lanes during peak commuting hours.

"Chief Secretary is very keen to see Paved Shoulder and it's because of his initiatives, funds could be made available. We have been allotted Rs 10 crores during current financial year. This is a short term measure on the existing Highway. The works will be completed by November end," informed Chief Engineer Highway Bora Ete.

"We are taking up two kinds of road works in the Capital Complex - short term and long term. Improvement of Riding Quality Programme (IRQP) or the periodical renewal (renovation) for about 16-km of the existing NH-415 which is short term and the four-laning of the highway for long term," he said.

"Since paved shoulders are already on job, bituminous work cannot also be taken up now as it will add on to traffic congestion," Ete said and adding that the periodical renewal or the renovation of the NH-415 will begin by the end of December as the equipment is yet to reach the plant site."

The Ministry of Road Transport and Highways (MoRTH), Government of India had scrapped the much anticipated Itanagar-Banderdewa 4-lane road project. The Union ministry had instructed the state government to submit fresh alternative proposals for construction of road. The ministry had also rejected the compensation estimate submitted by the state government. Earlier, Union Minister for Road Transport and Highways (MoRTH) Nitin Gadkari in the presence of MoS Home Kiren Rijiju, had informed Chief Minister Nabam Tuki in a meeting at New Delhi on July 30 last that Itanagar - Banderdewa road will have a Cement Concrete 4-lane road.

The state PWD, meanwhile, has decided to go ahead with its decision that the 2/4 Lane Highway will be developed on existing NH-52A (NH-415) depending on the availability of land width by making use of Cement Concrete Pavement for carriageway.

"The 4-Lane project is being pursued in the Ministry at present. The issue is being resolved. The project is definitely on," Chief Engineer Highway Bora Ete said.

"We want to build a world class road for Itanagar," he said.

 

 

CM urges Centre to clear pending proposals

ITANAGAR, Nov 02: Chief Minister Nabam Tuki requested the Union Minister of State for Finance Jayant Sinha to impress upon his ministry to clear the pending proposals amounting to Rs. 4571.55 submitted to NITI Aayog by the state government.

The Chief Minister informed the Union minister, who called him today morning, said that the state- a late starter in development process - is taking up the pace of development gradually.

"We have enormous resources but these need to be rightly tapped to reap the benefits," the CM said and sought support and assistance from the Union Government to make the state at par with other developed states.

The proposal includes projects like Greenfield airport at Hollongi, drinking water & drainages, district/mini secretariats, CC roads, stadiums, helipads, High court building, infrastructure for newly created districts, etc. Sinha while minutely going through the presentation on financial status said that the debt burden of the state is within the permissible limit and the overdraft and ways and means on advance availed is also under control. He assured funds through DONER in lieu of absence of external funding to the state.

He also emphasized for development of hydro power besides stressing on making marketing linkages with Bangladesh and Burma for economic sustainability.

The Union Minister was in the state capital today to review schemes like PM's Jan Dhan Yojana, Atal Pension Yojana and other financial inclusion programmes of the Center.

Meanwhile, the Chief Minister exhorted the bankers to recruit more and more local youths in the branches in Arunachal Pradesh besides opening new branches in far flung interior border blocks to ensure the benefits of central as well as the state government programs reach the needy.

During the meeting State Bank of India (SBI) Chief General Manager P.V. Murty gave a detail presentation on implementation of Government of India's Programmes. State Planning Secretary Sonam Chombay placed an overview of the state finances, Fourteenth Finance Commission award and developmental initiatives taken up by the state government.

Home Minister Tanga Byaling, PWD Minister Gojen Gadi, Government Spokesperson Bamang Felix, Chief Secretary Ramesh Negi, Commissioner to CM Hage Kojeen, Secretary Planning Sonam Chombay, Secretary, Finance Daulat Hawaldar among others were present in the meeting.

 

 

BJP apprises MoS for Finance of

'poor' financial position

ITANAGAR, Nov 02: A team of state Bharatiya Janata Party (BJP) headed by party president Tai Tagak called on Union Minister of State for Finance Jayant Sinha at a city hotel here today and apprised him of the alleged precarious financial position of the state.

The team informed the Union Minister that ruling Congress government is leading the state to bankruptcy by resorting to rampant corrupt practices and financial mismanagement. The team urged the central government for proper monitoring on the utilization of development funds.

The Party also apprised the Union Minister over the Congress' accusation that the BJP Government at the Centre is not releasing funds to Arunachal Pradesh for being a Congress ruled state.

The party also urged the Minister for necessary directives from the concern authority to the Banks for holistic implementation of all the people centric schemes.  The BJP leaders also apprised the Union Minister on the poor implementation of various Social Security Schemes initiated by the BJP led NDA government at Centre.

Meanwhile, the union minister denied the Congress accusation and said that the Centre has been regularly releasing all due funds to the state. He urged the people of the state to remain alert and watchful on the utilization of the funds coming from the Centre.

 

 

NES demands recall of the Governor

ITANAGAR, Nov 02: Nyishi Elite Society vociferously condemned the erratic statement of the constitutional authority, the Governor of Arunachal Pradesh, JP Rajkhowa who recently suggested Prime Minister to upgrade Lilabari airport and reconsider the decision to set up a green field airport in the state in view of the "high cost"

Endorsing the press statements of ANSU, AAPSU, ACR etc demanding immediate recall of the Governor, NES in a release said that the Governor is physically in Arunachal Pradesh but his heart and soul rests in his home state and has failed to carry out his constitutional obligation.

"He has mentioned the name of the leader of the opposition suggesting upgradation of Lilabari airport in Assam but has not mentioned the name of the so called other organizations. The Governor must come up openly and clarify whether the Governor or the Leader of the Opposition is a liar, NES said while referring to Tamiyo Taga's clarification. This is an unusual and erratic behaviour on the part of the first citizen of the state.

NES said that it sensed anti-Arunachal and anti-development mindset of the incumbent Governor from day one he assumed the office as Governor of the state.

"It is an open secret that all the HoDs are fed-up with his behaviour like an executive head of the state. Such letters cannot be issued by a titular head without the knowledge of the Government," NES said. NES called upon all the community based organizations and civil society of the state headed by the apex-Arunachal Indigenous Tribes Forum (AITF) to rigorously move for immediate ouster of the Governor for his 'anti-Arunachal' activities.  

The Society also urged all the political parties, more pertinently, the INC and BJP not to politicize the developmental issue in the best interest of the state.

Meanwhile, the Apatani Students' Union (ASU) has condemned the reported statement of Governor J P Rajkhowa urging the Prime Minister Narendra Modi to reconsider the decision to set up a green field airport in the state in view of the "high cost". While endorsing AAPSU's demand for construction of airport in the state, the ASU also said that office of Governor and the state government should not move in two opposite directions in their strategic decisions on developmental issues.

 

 

PWD refutes allegation, Forum files

case against officers

ITANAGAR, Nov 02:  Reacting at news item under caption, "EMRS Bana faces uncertainties, ARTIAF seeks Governor Intervention" the Superindenting Engineer PWD Sagalee circle today refuted the allegation by stating that under the project 'Construction of Additional Infrastructure for Eklavya Model Residential School (EMRS) at Bana in East Kameng district (C/o Boys Hostel and Play Ground)'  an amount of Rs 161.35 lakh was sanctioned in the year 2011-2012.

Fund of  Rs 122.83 lakhs was placed by the Department of Social Justice & Empowerment and Tribal Affairs to PWD and in the year 2012-2013, balance amount of Rs 35. 34 lakhs was placed which remained unspent due to late receipt of fund from the client department, the SE added.

He further said that repeated request to release unspent amount of  Rs 35.34 lakhs by PWD to the client department went in vain.  SE also maintained that on the receipt of the fund the remaining works of Girls Hostel and Play Ground will be completed within a short period of time.

The project 'Construction of Additional infrastructure for EMRS Bana (C/o Girls Hostel and playground)' was sanctioned with Rs 200.00 lakhs and fund placement of Rs 196.00 lakhs was made by the client department in the year 2012-13.

The work is yet to be completed; Utilization Certificate for the full amount has already been submitted, the SE Sagalee added.

Meanwhile, taking the issue forward, Arunachal RTI Activist Forum (ARTIAF) today lodged FIR against then three officers namely Chief Engineer Tacha Gongo, Executive Engineer, Nabam Tado and Assistant Engineer Sunil Degio and others with SP Special Investigation Cell (SIC) Vigilance, alleging embezzlement of an amount Rs 3.61 crore released during financial year 2011-2012 for EMRS Bana. In its FIR copy, ARTIAF alleged that said officers, including the nodal department had dishonestly discharged their duty leading to the current state of the said school.  The forum also claimed that then Chief Engineer PWD Western Zone had accepted the forged and fake utilization certificate (UC) without physical verification of the project and forwarded to nodal agency. The whistle blower activists demanded the SIC SP to initiate a legal action against the officers responsible for the embezzlement and book them under appropriate section of law.

 

 

Governor urges NERIST faculties to rise

to challenges of society

ITANAGAR, Nov 02: Governor of Arunachal Pradesh JP Rajkhowa today called upon the students and faculty members of  the NERIST to rise to the challenges of the society using their technical knowledge. He said that they must be useful to the society as an institution and at the same time as a technical individual. The Governor was  addressing the gathering at the SONABYSS'15, the annual techno-cultural festival of North Eastern Regional Institute of Science and Technology (NERIST), Nirjuli in its campus today.

The Governor, who is also the President, NERIST Society exhorted them to explore the best ways and means to construct durable roads and other infrastructure in this sub-Himalayan region which is supposed to have peculiar geological formation. He also advised them to explore and develop effective ways to tackle the menace of annual floods and other natural calamities.

The Governor, who have been steering the Swachh Bharat Abhiyan, called upon the NERIST Society to strive initially for Clean and Green NERIST and then for Clean and Green Arunachal.

The Governor opined that either to do good to the society or to do great things, there is no substitute to hard work and perseverance. He also advised the people to develop better work culture amongst the people of the State, especially among the government servants. Expressing concern on the drug addiction problem, he called for initiating awareness activities against drug abuse during the festival.

Commending the faculty members and students for the multicultural annual festival, which also include SHRISTI 2015 the Governor emphasised on the maximum participation by the student community under the active guidance of the faculty. He said that extracurricular activities are means to relieve the mental stress during studies. The Governor added that such activities contribute to the growth of the institute along with strengthening camaraderie and brotherhood amongst the members of the institute.      

Referring to his meetings on state of roads in the State four months earlier, the Governor once again called upon the State Government to form a task force constituting representatives from the Central Road Research Institute, Delhi, Indian Institute of Technology, Guwahati, North Eastern Regional Institute of Science and Technology, Nirjuli and senior engineers from the State Works Departments.

Speaking on the occasion, NERIST Director, Prof. P.K. Das gave a brief about the history of the institution to the Governor.  He also highlighted the achievements and challenges of the institution so far.  

Students' Affairs Dean, Prof. Binay Singh, NERIST Gymkhana Chairman, Ashwini Kumar Patra, Recreation and Creative Activity Forum (RACAF) Secretary, Yike Lomri and Shristi 2015 Secretary, Techi Tader also spoke on the occasion.

First Lady of the State, Rita Rajkhowa, Deans and Faculty members, officers and staff members of NERIST and students attended the programme. Cultural items, including Indian classical dances, dances of Nagaland, Meghalaya, Arunachal Pradesh, Sikkim, Assam and Mizoram, reflecting the multicultural assets of NERIST campus were presented in the inaugural function of the four-day festival. Organic farming for tea cultivation

RUKSIN, Nov 02: With a view to reduce use of chemicals in tea and vegetable cultivation, Siang Tea Industries Pvt Ltd has launched a series of training on organic farming for the tea planters and commercial horticulturists of the state.

The first training initiated by the tea company was conducted at Shantivan Tea Estate today with participation of as many as 45 farmers from different parts of East Siang district and Jonai of neighbouring Assam.

The participants were taught the methods and materials for preparation of organic manures and pesticides with practical demonstrations.

Welfare Officer of Siang Tea, Kaling Moyong, who imparted the training as resource person said the company has been conducting such programme to educate the tea planters and vegetable farmers on organic farming. Narrating on research-based output of "non-chemical strategies" for plantation and protection of green plants, which has only option for healthy future generations, Moyong claimed that the aim was to gradually minimize use of chemicals (fertilizers, pesticides and promoters) from tea gardens and crop fields in the region. He imparted training to the participants on organic preparations such as jeevamrit, pit compost, ghanamrit, bio-dynamic compose, vermi-wash unit and two methods of vermicompose and panchagabya etc with their mode of application with practical demonstrations.

Speaking the occasion, Pasighat ADO (Agri), N Nonang discouraged use of chemical fertilizers, weedicides and pesticides, suggested the farmers to go on organic to ensure healthy environment. Informed that the centre is putting special attention to make the NE states as organic hub, Nonang urged them to adopt organic farming practices by using the locally available raw materials without wastage.

The company earlier conducted training programme on preparation of Green Tea in Upper Siang district covering the tea planters and commercial horticulturists of Komsing, Jaro and Jhorsing villages.

Among others, Assistant Engineer (WRD), B Daring, Linka village HGB Taje Tapak, Bilat HSS principal, Okiam Tatin, Bimal Lego attended the day-long training.

 

 

1st round CCC concludes on positive note

Moyong calls for concerted efforts to

make SCM successful

PASIGHAT, Nov 02:  The first round of Citizens Consultation Campaign (CCC) concluded on Sunday night at Gandhi Chowk with a positive note.

Giving a clarion call to the citizens, Pasighat MLA, Kaling Moyong has said that the Smart City Proposal (SCP) being prepared to be submitted to the concerned union ministry should include plans related to the possibilities of involving the civil society in the governance.

The Urban Local Bodies (ULBs) of cities shortlisted for the smart city project had been directed by the Urban Development Ministry to submit proposals on the schemes that could be executed under the project. It has been planned to select 20 cities for the project in the first phase and the selection would be made after assessing the proposals submitted by urban local bodies, the MLA informed.

Pasighat has all the potential to get selected for the project and citizens should share their experiences and present proposals to improve people's life and PMC should draw up a plan in this regard and include it in the smart city proposal, he opined. The MLA while urging the youths to dream for a better tomorrow stated the city is well connected by road, rail, air and waterways and maintenance of cleanliness in public places and traffic management could be better with involvement of general public. Going by the schedule prepared by the Union Ministry, the 100 cities which were selected in the first round of Smart City competition should present the detailed project reports by the second week of December, he informed.

MEO Deepak Shinde said that local administration had planned to put in place a strong digital infrastructure to ensure expeditious and efficient deliverance of government services through digital technology and to ensure access to internet, which had been considered as a gateway for people to acquire knowledge from all the sections of society. The urban local bodies could build a strong public grievance redressal mechanism adopting information technology at all levels of administration and include it in smart city proposal, he said. City stakeholders who are keen on sending in their suggestions and proposals could submit in the "Drop Boxes" installed at JNC, Jansuvidha Kendra, SBI and main market area. Smart City Lab has been setup at Panchayat office where anyone can submit (offline) vision statement or suggestions. People can also come to NIC, ABK office (near DTDC building) for online registration in "mygov portal". Parl Secy Tayeng impressed with

tomato cultivation at Rupa

BOMDILA, Nov 02: Parliamentary Secretary (Water Resources) Gum Tayeng said that she was very impressed with large scale tomato and other cash crops cultivation by the public of Rupa and adjoining areas.

While visiting the flood management programmes and Pipe irrigation projects at Rupa and adjoining areas, Tayeng lauded the public of the areas for bringing about a tomato revolution in the district which has become main source of earning for the farmers.

She appreciated the ambitious pipe irrigation projects through which assured irrigation water is provided to each and every cultivable plot through network of distribution pipes. Tayeng asked the departmental officers to come up with more such innovative projects to fulfill the irrigation water requirement of the district.

Tayeng was accompanied by Dirang Dirang ADC Dagbom Riba.

The Parliamentary Secretary during her second leg of visit to West Kameng and Tawang from October 27 reviewed the on-going flood protection works at Digging River and visited the command area of Lish MI Project located at Dirang where farmers are cultivating Paddy, Maize and other case crops including Kiwi.

During his tour, she also inspected the two indoor wards of district hospital Tawang funded under SPA.  One of the projects has already been completed and handed over to the concern department and another one is currently under construction at an amount of Rs 110 lakhs. DIPRO/source

He urged the players to concentrate on their games and practice hard to prepare themselves for the ensuing Games.

Ex-servicemen launch indefinite dharna at Delhi

NEW Delhi, Nov 02: Adhering to their announcement made earlier of launching an indefinite dharna, the state committee members of All India Central Para Military Forces Ex-Servicemen Welfare Association (AICPMFEWA) began its indefinite dharna at Jantar Mantar, New Delhi today.

Demanding equal status and equal facilities for paramilitary forces, executive members of AICPMFEWA representing Arunachal Pradesh headed by its state vice president Takhe Dibo, along with district vice president Tade Garam, district general secretary Paksingh Garam and district treasurer Lamdak Tani also joined the dharna.

AICPMFEWA state committee secretary, Honi Tazing said the scheme is not in tune with the principle of one rank one pension, and alleged that the Government of India is pouring all facilities to defence forces and completely neglecting paramilitary men.

Apart from the demand of one rank one pension, the association demanded formation of separate service and pension rule instead of the CSS Rules, grant of ex-servicemen stratus with all consequential benefits, extended CSD canteen and ECHS facilities, change of present nomenclature of Central Armed Police Forces to Central Para-Military Forces, grant of statutory Para-Military Welfare Board similar to Sainik Welfare Board, Exemption from new contributory pension system to servicing CPMF personnel, and grant of para-military service pay.

Stop blame game

 

Ever since the letter written by Governor JP Rajkhowa to Prime Minister Narendra Modi seeking reconsideration of the Green Field airport project at Hollongi surfaced, people from across the state are voicing their displeasure. Many have criticized the decision of Governor to write such letter.  Governor in his letter citing the suggestion made by leader of opposition Tamiyo Taga and various other NGOs sought upgradation of Lilabari airport and reconsideration of the Hollongi project.  Letter fiasco has caused massive uproar. Whatever may be the political differences but politicians should avoid those steps which has potential to damage the future of state.

However it would be unfair to blame only Governor and Taga for failure of airport project. Congress which was in power both at centre and state for the last 10 years should also take some blame. Due to the negligence on their part the project took such a long time to pick up. Had the Congress government cleared the project few years ago today the work must have been going on in full swing? Also we have to understand that two wrong does not make one right. Just because Congress messed up the Green Field Airport project, BJP should not follow the same path and create obstacle. It is the dream of every Arunachalees to have an airport of its own in the state. The politicians should not kill this dream due to their infighting. Also Arunachal is the only state in the country which does not have airport of its own. For long term development of state the coming up of airport is very important. Everyone should forget their political differences and support the green field airport project.

Disappointing move of Raj Bhavan

Dear Editor,

It is regretful to learn that Governor of Arunachal Pradesh has urged Prime Minister of India to reconsider the decision to set up Greenfield airport in the state in view of its high expenditure, hilly terrain and land compensation issue. Instead he suggested PM for up gradation of an airport in nearby Assam. It is true that it’s expensive to develop any infrastructure in the state due to its hilly terrain but it doesn’t mean that we should scrap the project. Will it be a justice to the people of this state to shift any developmental project to other state or stop it only due to its hilly terrain and high expenditure?

Very sadly, it is also learnt that the Leader of opposition of in the Arunachal State Assembly Tamiya Tago gave statement that airport at Hollongi will not come up soon because of various reasons and so, he has suggested the Governor for the same. We agree with him that it would be tough to complete it at the earliest but we want to say that Hon’ble Sir “Better late than Never”. As per their views, our state will always remain deprived of modern infrastructures.   At the same time, I request every political party and students unions not to go for Bandh Call in the state in this regard as common man are the ultimate suffers from it. Also the bandh culture weakens the state economy. I hope that Raj Bhavan will rethink over their decision.

Aalo-Daporijo road in shambles

Dear Editor,

This is regarding the superlative potholes that exist in the Daporijo to Aalo road. While I was traveling with my brother on a bike I felt like we were riding on a horse. It was like we were traveling on kutcha road with unbalance motion. Our body was paining due to pathetic condition of road.

My brother's poor bike also got damaged. Afterwards I wondered how the passengers who regularly travel on the said road bear such trouble. I think situation will turn worst and more accident might take place if early maintenance is not taken up by BRO. Therefore, I cordially request the various organizations and public leaders to raise their voices seeking early maintenance of the road.
